Aviation — operations and safety

Licensing, authorized landing sites, altitude, emergency operations, criminal aircraft and air support are governed by these aviation-specific rules.

Current interpretation

Approved Whitelisted Criminal Factions and informal criminal crews are all prohibited from using armed aircraft for criminal operations. The 500-foot ordinary city altitude guideline is an operational standard, not automatically a City Laws §4.16 airspace offense. That charge requires unauthorized flight in previously published restricted or prohibited airspace.

The official Aviation Regulations below include Management-approved clarifications for faction terminology, unarmed aircraft and the application of City Laws §4.16. The reading notes introduce no new charges or penalties.

OFFICIAL EDITION

Aircraft should create believable stories—not shortcuts around safety, law enforcement, or meaningful roleplay.

POLICY BASIS

Adapted from the supplied 13-rule TVRP Aviation Rules. Cross-referenced with the approved TVRP Enhanced Community Rules and Constitution & Penal Code.

Purpose, scope & quick reference

These regulations govern helicopter and rotorcraft roleplay in TVRP Enhanced, including civilian, commercial, Police, EMS, News, and criminal-character operation. They do not establish unlisted criminal offenses. An in-character citation, prosecution, search, seizure, impound, or license action must have a lawful basis under the published City Laws and applicable department procedures.

AT A GLANCE
Licensed and authorized pilots only • Unarmed approved civilian aircraft • 500 ft city altitude guideline • 300 ft vertical / 500 ft horizontal separation when practicable • Restricted-airspace protections • No aircraft-based pursuit exploits or gang air support

Source-of-authority order

For in-character proceedings, the TVRP Enhanced Constitution & Penal Code controls criminal charges, rights, and judicial process. These aviation regulations provide operational expectations and additional server conduct standards. Departmental SOPs may be stricter where lawful. Staff moderation follows the published Community Rules and its report/appeal procedures.

Definitions & implementation notes

• Approved aircraft A helicopter obtained through an operating, server-approved dealership, the official TVRP Tebex store, or another Management-authorized acquisition channel. A listing does not confer a pilot license.

• Authorized landing area An established helipad/airport or a rooftop/private landing site explicitly approved or designated for the operation. Being hidden or privately owned does not automatically create authorization.

• ATC coordination Where no active in-character air-traffic-control service exists, use the current designated dispatch / Police / EMS reporting channel where available; do not invent unavailable ATC staff.

• Aircraft licenses and zones Valid records, approved aircraft lists, and protected-zone boundaries should be published by the responsible in-character authority or Management before numerical or location-specific enforcement.

1. Licensing & authorization

• Pilot license required. Every helicopter pilot must hold a valid in-character pilot license and any additional commercial or department qualification required for the flight. A purchased aircraft alone does not authorize operation.

• Civilian ownership. Licensed civilians may acquire and fly unarmed helicopters through a server-approved dealership, the official TVRP Tebex store, or another explicitly approved channel. Unapproved or stolen government aircraft remain prohibited by Community Rule 9.

• Service flight. Commercial operators, Police, EMS, and News personnel must obey the conditions attached to their operation, including job SOPs, aircraft eligibility and licensing.

• License enforcement. Unlicensed or unauthorized use can support documented in-character enforcement where a published statute applies; staff action requires a separate community-rule basis.

2. Takeoff & landing restrictions

• Ordinary operations. Take off and land at established helipads, airports, or designated rooftops. A private pad/field/dock may be used only with lawful access, a safe approach, and authorization under the published aviation-site process.

• No routine street landings. Do not land on active public roads, highways, crowded sidewalks or public gathering spaces merely for convenience, transport, or tactical advantage.

• Genuine emergencies. An immediate aircraft or medical emergency may justify the nearest reasonably safe emergency landing; avoid crowds and hazards, and notify available dispatch/Police/EMS channels as soon as practicable.

• Scene restrictions. Do not land into an ongoing police operation, medical scene, or hostile conflict unless an authorized operational plan or urgent lifesaving necessity makes it reasonable.

3. Flight path & altitude

• City minimum. Maintain approximately 500 feet above local ground level over populated city areas during ordinary transit, excluding safe departures/approaches, lawful emergencies, and documented Police/EMS operational requirements.

• No-fly / controlled areas. Bolingbroke, Police facilities, and Hospital approach/landing areas remain restricted to authorized flights. Management/DOJ must publish enforceable restricted-zone descriptions; proximity alone is not grounds for an unlisted offense.

• Avoid sustained hovering. Do not hover directly over densely occupied areas or sensitive public facilities for extended periods without a legitimate operational reason.

• Safe deviations. Pilots may temporarily deviate from ordinary altitudes to avoid collision, weather/terrain hazards, or another urgent safety issue; such deviations must not become a regular shortcut.

4. Air traffic rules & priority

• Separation. Maintain at least approximately 300 feet of vertical and 500 feet of horizontal separation from other aircraft when practicable; always use greater clearance where conditions require it. Numeric violations should not be presumed where distances cannot be reliably determined.

• Right of way. Active Police/EMS emergency flights have priority when safely operating on an urgent response. News and commercial flights must not interfere with emergency activity; news coverage by itself does not create emergency priority.

• Instructions. Comply with lawful air-traffic or public-safety directions to clear or reroute from an operation. An order must come from a properly authorized official and must be safe to follow.

• Emergency deconfliction. A pilot who cannot comply immediately for safety reasons should communicate, maintain separation and use the safest available alternative.

5. Noise, stunts & reckless flying

• No buzzing. Repeatedly flying low over roads, buildings, players, crowds or active scenes solely to intimidate, distract or disrupt is prohibited.

• No public stunts. Loops, dives, barrel rolls and comparable dangerous maneuvers are prohibited in populated city airspace unless specifically approved for a controlled event.

• Immersion and care. Do not use helicopters for unrealistic taxi shortcuts, trolling, deliberate collisions, or griefing. An approved commercial passenger service is distinct from unlicensed public pickup.

• Realistic consequences. After an accident or damage, roleplay the emergency; do not delete or store the aircraft to erase an active incident.

6. Government & emergency operations

• Police / EMS authorization. Department pilots must hold the appropriate license and follow approved aviation SOPs, deployment orders, flight safety procedures and aircraft assignments.

• Medical landing exception. EMS may use safe, mission-necessary off-pad or hospital approaches when justified by patient care, subject to practical landing safety and coordination.

• Police tactical exception. Police may depart from ordinary routes or landing limitations for a justified operation when authorized by applicable SOP and consistent with public safety; no unlimited exemption exists.

• Other government / News flights. Government, News and other service aircraft must meet their own licensing, approved-access and operational requirements. News helicopters may observe lawful public activity but may not compromise Police/EMS safety.

7. Criminal characters & aircraft

• Unarmed only. Criminal participants, including approved Whitelisted Criminal Factions and non-whitelisted crews, may not use armed helicopters, mounted weapons, rockets, weaponized countermeasures, or aircraft functioning as offensive platforms.

• Approved acquisition. Only unarmed aircraft acquired through approved server mechanisms may be used. Aircraft access through a dealership, official Tebex purchase, or another approved source does not exempt the pilot from licensing or roleplay rules.

• No faction entitlement. Whitelisted Criminal Factions (including gangs and MCs) and non-whitelisted crews remain subject to the Community Rules’ six-player scene limit. Faction approval grants no independent aviation, aircraft, or territory exemptions.

• No theft of service aircraft. Police/EMS/military aircraft cannot be taken or used without a specific server-approved activity, as prohibited under the Community Rules.

8. Criminal landing restrictions

• No arbitrary landing sites. Do not land in city streets, occupied gang areas, crowds, or public locations simply because a rooftop, field, warehouse or dock is accessible.

• Private sites. Where an approved private/industrial landing location exists, the pilot must have lawful access and demonstrate a safe approach. Concealment from Police does not by itself make a site legal or permitted.

• Emergency landings. A genuine safety emergency may justify otherwise restricted terrain. Roleplay the condition and report when practical; an invented emergency does not excuse evasion or scene abuse.

9. Criminal flight restrictions

• No airborne harassment. Do not buzz rival groups, shootouts, Police operations or civilian gatherings, or hover as intimidation.

• No unearned intelligence. Using a helicopter to scout opposing sides in an active hostile scene counts as participation and may be powergaming or metagaming depending on how information is acquired.

• Pursuits. Do not spawn, obtain, or switch into an aircraft to negate an active ground pursuit. A helicopter-based entry or escape plan for a major hostile event requires advance staff approval and compliance with existing scene rules.

10. Transport, passengers & cargo

• Capacity. Use only the aircraft’s supported passenger positions. Never carry extra passengers through clipping, standing on the exterior, or other physics exploits.

• Commercial flight. Civilian charter transport is permitted only for approved licensed operators; unlicensed helicopter “Uber” service remains prohibited.

• Criminal transport. Transporting crew members, goods or proceeds must remain within the existing approved activity mechanics and criminal scene limitations; no aircraft grants immunity from lawful investigation.

• No inventory bypass. Aircraft may not be used to exploit cargo, storage, instance boundaries, or restricted destinations.

11. Conflict, faction activity & pursuit

• No criminal air support. Helicopters cannot provide gunfire, airstrikes, tactical intimidation, or combat spotting for a faction/crew conflict. Passengers may not shoot from aircraft during these scenes.

• Preapproved plans only. Aircraft entry/escape in a planned faction or major criminal conflict requires explicit advance staff approval; generic ownership, possession or a valid pilot license does not create approval.

• Scene-size limit. Pilots, aerial lookouts, navigators and passengers who provide direct tactical assistance count toward their side’s six-person cap, or a lower script/activity cap.

• No pursuit reset. Do not exploit a crash, disconnection, garage, player switch, vehicle swap or script limitation to escape the same continuing scene.

12. General aviation conduct

• Serious roleplay. Operate the aircraft like a real-world vehicle with hazards, fuel/maintenance and lawful access where server mechanics support those systems; do not invent impossible maneuvers.

• Incident reporting. After a genuine emergency landing, collision or critical incident, allow responding agencies reasonable time to roleplay their roles and document the encounter.

• Unauthorized trade. Real-money transfers or sale of in-game helicopters outside TVRP’s approved systems are prohibited. An approved Tebex purchase remains governed by the official server economy and ownership policies.

• Technical exploits. Report physics, duplication and landing/teleport loopholes privately. Do not publish or use them to gain an advantage.

13. Enforcement, penalties & appeals

In-character legal enforcement and out-of-character server discipline are separate processes. The penalty tables in the published City Laws apply only when the elements of a listed offense have been proven; community warnings and bans require a staff-rule basis. The approximately 500-foot city transit altitude guideline and other flight-operation rules do not automatically constitute a City Laws §4.16 offense. Section 4.16 requires unauthorized aircraft operation within a previously published restricted or prohibited airspace; any other criminal charge must have its own published statutory basis.

TrackPossible resultAuthority / safeguard
In-characterDocumented warning, lawful citation, approved license action, justified aircraft impound.Published City Laws, case evidence, department procedure, court review as applicable.
City Laws §4.16Airspace Violation: $3,000 fine, 10–20 minutes presumptive jail; suspension and aircraft impound eligible.Applies only to entry/operation in a published restricted area without authorization.
Out-of-characterWarning, temporary flight restriction, suspension, or ban for serious/repeated rule abuse.Community Rules’ case-by-case enforcement and report/appeal process.

A first minor incident will ordinarily start with guidance or a warning. Serious reckless flying, intentional griefing, repeated exploits, or deliberate use of armed aircraft may warrant immediate and proportionate staff action without a warning. A one-week helicopter impound or group-wide strike is not automatic; any such action requires applicable authority, evidence, and a documented decision.

Management may impose ongoing aircraft-use restrictions for repeated OOC violations, subject to the approved appeals process. A group may be disciplined only for its members’ coordinated or attributable conduct—not solely because an individual shares a group name.

DUE PROCESS / NO HIDDEN PENALTIES
Aviation regulations do not create new automatic fines, jail times, impound periods, or criminal charges. Use the published lawbook and existing staff appeal procedures.

OFFICIAL REFERENCE • These are TVRP Enhanced server roleplay regulations. Criminal charges, statutory penalties, warrants and license orders remain controlled by the published City Laws. Additional approved landing sites, restricted-zone boundaries and department aviation SOPs must be separately published to be enforceable as location-specific rules.
