THE VAULT ROLEPLAY — TVRP ENHANCED
WHITELISTED CRIMINAL FACTIONS REGULATIONS
Approved program standard · Opening by Management announcement
TVRP ENHANCED • APPROVED PROGRAM STANDARD
Approved October 21, 2026 • Program opening by Management announcement
Whitelisted criminal factions exist to build credible, lasting stories—not to gain automatic combat advantages. This policy sets the application process, membership limits, probation, territory standards, and accountability requirements for approved TVRP Enhanced organizations.
STATUS The rules take effect for approved whitelisted criminal factions when Management announces the program is open. Existing Community Rules remain in force before and after launch.
APPLICATIONS Submit through the official TVRP Discord support ticket process.
These rules are supplementary to the TVRP Enhanced Community Rules and must not be interpreted as a hidden exception to the Constitution & Penal Code, activity-specific caps, or formally approved event rules.
01. Authority, Scope & Effective Status
- These regulations govern Management-approved whitelisted criminal factions in TVRP Enhanced. Covered faction types include street gangs, motorcycle clubs (MCs), mafia families, syndicates, cartels, and other Management-approved criminal crews. All faction types follow the same baseline rules. They supplement the official Community Rules; they do not replace the Constitution & Penal Code or create new in-character criminal offenses.
- These regulations are approved as the program standard. Applications and official whitelist privileges begin only when TVRP Management formally announces that the criminal-faction whitelist program is open.
- Until that announcement, every civilian/criminal group remains a non-whitelisted crew under Community Rule 3. The six-person scene limit applies before and after program opening.
- Where activity rules set a lower participant limit, the lower limit controls. Special events must have express Management approval with their rules published in advance.
02. Applications & Eligibility
- An organization needs at least 3 distinct, committed registered members, including a Leader and a Second-in-Command, to apply.
- Submit the faction name, identity, backstory, leadership and roster, proposed rank structure, activity plans, and intended contributions to serious roleplay through the official TVRP Discord support process.
- Management may consider members’ history, organization conduct, leadership reliability, and the quality of demonstrated roleplay. Staff may request an interview or additional information.
- The goal is an initial application review within 24–48 hours when staffing permits; this is a service target, not guaranteed approval.
- Faction status, positions, applications, and roster slots may not be bought, sold, or transferred for real-world value.
03. Seven-Day Probation & Approval
- Once an application is provisionally accepted, the faction enters a 7-day probationary period beginning at the time Management records the provisional decision.
- During probation, members may recruit within the 8-person roster cap, develop their faction identity, and conduct ordinary lawful or criminal roleplay under existing Community Rules. Probation does not itself authorize exclusive territory, private criminal mechanics, or special assets.
- Management may grant early permanent whitelisted status after 3 completed days if the organization demonstrates consistent serious roleplay, leadership reliability, and rule compliance. Early approval is discretionary, never automatic.
- Otherwise, Management targets a final approval/denial decision by the end of day 7. Where more observation or investigation is reasonably necessary, Management may extend probation with a documented reason and a stated review date.
- Significant rule violations, inactivity, false roster information, or failure to demonstrate genuine roleplay may result in probation being ended or denied. Players can seek review using existing appeal procedures.
04. Roster, Leadership & Recruitment
- An approved faction may register a maximum of 8 members in total, including the Leader, Second-in-Command, full members, recruits, prospects, and reserve members.
- Every active faction participant must be a genuine, approved roster member. A faction may not conceal members under informal statuses to exceed the 8-person cap.
- Management must approve any exception to the 8-person roster limit in writing before additional members participate as members of that faction.
- The Leader and Second-in-Command are responsible for accurate roster records, member conduct, reasonable onboarding, and maintaining an in-character identity.
- Recruitment and initiation rituals must respect player consent and the Community Rules. Forced sexual, degrading, discriminatory, or abusive initiation is prohibited.
- Faction members may hold multiple characters only within ordinary server rules; cross-character transfer of faction intelligence, property, or funds remains prohibited.
05. Scene Limits, Alliances & Reinforcements
- No more than 6 active players may participate for one coordinated criminal/conflict side in a continuous hostile scene, regardless of whether the faction has 8 members on its roster.
- Getaway drivers, lookouts, spotters, aerial observers, scouts, and anyone contributing real-time tactical information or support count as active participants, even if they never shoot.
- Members of allied organizations operating together count toward the same six-person side, not separate limits for each faction.
- Participants may not rotate in and out, hold backup nearby, or add late arrivals once the hostile scene or active pursuit has begun.
- A robbery or mission with a 4-player script limit remains limited to 4 participants. No faction whitelist overrides lower activity limits or grants extra police/EMS allied participants.
- A pursuit or conflict does not reset merely because it crosses territory, changes vehicles, or temporarily loses visual contact.
06. Territory, Headquarters & Public Access
- Approved factions may claim, maintain, or contest eligible territories through the official in-game territory system, subject to its requirements and cooldowns. Management determines eligible districts and handles exceptional disputes; a separate staff approval is not required for each valid in-game claim. Dedicated headquarters and special assets remain subject to Management approval.
- Territory challenges and control markers create roleplay opportunities, not permission to attack on sight, camp respawns, block public services, or ignore the six-player scene limit and initiation rules.
- Territory, colors, clothing, faction names, clubhouses, and rival membership do not create automatic shoot-on-sight authority, immunity from police, or exclusive ownership of public streets.
- Faction roleplay must not arbitrarily deny civilians access to hospitals, police stations, government offices, job centers, or other public services.
- Unlisted hidden criminal activities, shared server mechanics, and public businesses cannot be claimed as exclusive faction property without a specifically published Management-approved feature.
- A hideout or property cannot be used to defeat an active pursuit, erase evidence through instancing, or exploit an inaccessible interior.
07. Hostile Initiation, Rivalries & Retaliation
- A rivalry needs plausible in-character history and meaningful interaction; it is not an excuse to manufacture nonstop combat.
- Hostile initiation must make intent reasonably clear to those present and allow a fair opportunity to understand and respond, as required by Community Rule 4.
- Faction colors, membership, neighborhood presence, social-media posts, and past conflict alone never grant a standing kill-on-sight rule.
- No uninvolved faction may interject into another group’s active conflict. Characters not involved in the initial engagement cannot join solely after a call or message.
- Retaliation must involve current in-character knowledge and respect New Life Rule; a resolved fight does not authorize an endless revenge cycle.
- Life, injury, surrender, and consequences must be roleplayed seriously. Avoid violence as a default response.
08. Organized Faction Conflicts & Events
- Standard territory challenges may proceed through the approved in-game system under its normal limits and staff oversight. Special organized faction wars or events outside those mechanics require advance Management approval, clear objectives, and published event conditions.
- Approval of a faction conflict does not create unrestricted kill-on-sight rights or waive normal initiation unless Management has published a specific event rule that expressly permits a narrowly defined alternative.
- Ordinary spontaneous rival encounters continue to follow the Community Rules and scene limits.
- Do not target logins, restarts, disconnects, menus, medical scenes, or technical issues to gain advantage.
- Management may suspend an event or revoke participation privileges if repeated violations, harassment, or excessive disruption threaten the community.
09. Criminal Activities, Robberies & Economy
- All activity-specific limits, police requirements, cooldowns, robbery conditions, and script rules apply equally to whitelisted criminal factions.
- Whitelisted status does not grant free weapons, access to hidden labs, exclusive drugs, unauthorized laundering privileges, or permission to duplicate or exploit inventory or economy systems.
- Illegal weapon manufacturing is restricted to eligible approved members and must follow all blueprint, materials, crew, production-time, faction-wide, and citywide limits. Duplication, bypassing access requirements, or manipulating production counts or inventory transfers is prohibited. Criminal charges, if any, remain governed by the official City Laws.
- Player robbery must have meaningful roleplay context; mass inventory wiping, manufactured hostages, and unsupported forced asset transfers remain prohibited.
- Unrelated factions may not interfere with an active heist. Participants may not resupply and return after police engagement begins. Prison-transport interception is permitted only under the Community Rules, valid initiation, normal group limits, and any relevant event restrictions.
- Emergency vehicles or job-issued equipment remain protected as defined in Community Rule 9. Bounty/hitman contracts remain prohibited.
- Real-money trading of in-game assets outside approved TVRP systems and attempts to sell whitelist privileges are prohibited.
10. Police, EMS, DOJ & Whitelisted Employment
- Whitelisted criminal factions remain subject to lawful police investigation, arrest, prosecution, seizure, and judicial review under the published Constitution & Penal Code.
- Emergency-service and government players must be allowed reasonable opportunities to roleplay their responsibilities; harassment, cop baiting, and repeated fabricated emergency calls are prohibited.
- Factions may not exploit a member’s whitelisted job to obtain restricted equipment, information, vehicles, duty staffing, or unfair assistance.
- Police corruption remains prohibited without prior Management-approved storyline authorization, and other department restrictions still apply.
- In-character cooperation, negotiations, investigations, and meaningful losses are part of the intended experience.
11. New Life Rule, Captivity & Character Consent
- All faction members follow Community Rule 10. A player who respawns under New Life Rule forgets the final 15 minutes leading to death, does not return to the scene, and cannot resume that same personal conflict.
- Faction members may not re-teach memories lost under New Life Rule to manufacture renewed retaliation.
- Hostages must be genuine roleplay participants and cannot be cooperative staged substitutes used merely to unlock robbery mechanics.
- Permanent character death, irreversible injury, sexual content, or other major lasting character outcomes cannot be forced. Applicable player consent requirements always control.
- Faction membership cannot override the server’s restrictions on harassment, discriminatory language, or child/minor roleplay.
12. Faction Assets, Clothing & Recognition
- Whitelisting provides eligibility for faction gameplay systems, ranks, contracts, businesses, and territory progression. Custom faction vehicles, clothing, and MLOs are separate optional purchases through TVRP’s approved Tebex store and require staff assignment where applicable; they are not automatic whitelist rewards.
- Buying custom vehicles, clothing, or an MLO does not grant exclusive public-space rights, additional territory power, special weapon production allowances, kill-on-sight privileges, or exemptions from any Community Rule.
- Approved assets remain subject to server ownership policies, performance constraints, and the terms of the specific Management approval.
- Approved aircraft operations, if any, remain subject to the separate official Aviation Regulations and licensing requirements.
13. Activity, Accountability & Inactivity
- Factions may repeat jobs, contracts, and other legitimate money-making activities as often as the game allows. Grinding itself is permitted. Members should acknowledge genuine in-character approaches while working and may reasonably decline, continue, or leave; they need not entertain harassment or baiting. Factions are also encouraged to create meaningful stories through business, diplomacy, and community interactions.
- Faction leaders are expected to address repeated member misconduct and keep membership records truthful.
- An organization with 30 consecutive days without meaningful group activity may be reviewed for inactive status; this is a review trigger, not an automatic deletion or asset seizure.
- OOC hostility, harassment, player poaching, Discord metagaming, stream sniping, and sharing confidential staff/job information remain prohibited.
- Disputes and technical problems must be reported through official support, not argued during active roleplay.
14. Enforcement, Appeals & Rule Hierarchy
- Staff decisions are case-specific and may include guidance, warnings, temporary organizational restrictions, leadership review, probation extension, whitelist suspension or removal, or individual player discipline.
- A faction is not automatically responsible for a member’s independent act merely because they share a name. Coordinated misconduct or knowingly tolerated violations may justify organization-wide consequences.
- Staff consider logs, recordings, witness accounts, context, severity, and repeated conduct. There is no guaranteed warning before serious discipline.
- Players may appeal decisions through the official TVRP report and appeals process. A request for review does not guarantee reversal.
- Community Rules govern player conduct and staff moderation; the Constitution & Penal Code controls in-character legal authority; activity limits and approved event rules may impose stricter requirements.
- Any material exception or amendment must be explicitly approved and communicated by Management. These regulations never silently override the official Community Rules.
